J.H. Langley and C. F. Boutillier applied for separate 400' waterfront leases just above the telegraph office at Lower Laberge. Boutillier also applied for a 300' lease on the other side of the river. Langley pulled his steamer up to the site in the winter of 1911-12 with plans to build barges and store freight. Boutillier also constructed ways and had the Evelyn and the Delta pulled up during the same winter. These private leases were given up the next year.1)
