James Norrington
James Norrington was a director on the Whitehorse Board of Trade in 1949. Alan MacGregor was president, the vice-president was Keith Johnson, and the secretary was R.J. Rowland. The other directors were Rolf Hougen, Gordon Lee, George Van Roggen, D. Cavaye, E. Lortie, W.D MacBride, and Ed Harper.1) Whitehorse was a White Pass & Yukon Route company town until 1950 when the community was incorporated. Until then, the Board of Trade acted in the absence of an elected municipal government.
In 1950, The first City of Whitehorse Council was elected in August 1950 and James Norrington was elected as an alderman. The mayor was Gordon Armstrong and the other aldermen were George Ryder, William Hamilton, and Sam McClimon.2)
