D.H. MacKinnon and Frederick W. Dillabough of Dawson applied to the Department of the Interior in 1900 for water rights on Fraser Falls on the Stewart River. They wanted to install turbines on the left bank of the Stewart River above and at the falls to generate electricity. The application was rejected by the Commissioner who felt there was not enough activity in the region to warrant the development.1)
